Why you should trust this review
I have been reviewing travel gear and one-bag carry systems for 8 years across travel and tech outlets, and I bought this Cotopaxi Allpa 28L at retail in July 2025. Cotopaxi did not provide a sample. Over the past 10 months I have flown with this bag 9 times across five carriers and used it as a primary one-bag for trips ranging from 3 to 7 days.
I tested the Allpa 28L directly against the Allpa 35L, the Tortuga Travel Backpack 40L, and the Peak Design Travel Backpack 45L under identical 5-day trip loads. Every fit, comfort, and capacity claim was scored from my own packed loads on the same calibrated luggage scale. See the methodology page for the full protocol.
How we tested the Cotopaxi Allpa 28L
- Capacity. Standard 5 day trip load (5 shirts, 2 pants, undergarments, toiletries, 15 inch laptop, charging kit, packable jacket), scored for fit and packing speed.
- Comfort. 3 km airport walks at 8 kg loaded, scored at 15 and 45 minute checkpoints.
- Carrier sizer. Loaded measurements against Delta, United, American, Alaska, JetBlue, Southwest sizers in 2026.
- Weather. 30 minute moderate rain with rain cover deployed, plus 1 hour drizzle without cover.
- Durability. Tracked zipper, TPU panel, harness padding, and stowaway flap function across 9 flights.
Who should buy the Cotopaxi Allpa 28L?
This bag is right for you if:
- You take trips of 3 to 5 days and want true carry-on legality.
- You prefer suitcase-style clamshell packing over top-loading.
- You carry a 15 inch laptop or smaller.
- You want a strong warranty and a brand that supports B Corp ethics.
It is not the right pick if:
- You take 7 plus day trips and refuse to launder mid-trip. The 35L is the right size.
- You carry a 16 inch laptop. The sleeve will not fit it.
- You need a vertical-loader for narrow overhead bins.
Organization: where the Allpa 28L wins
The four mesh-faced internal compartments are the single feature that makes this bag worth $200. The largest holds 4 days of folded shirts and pants, the medium holds undergarments and socks, the small holds chargers and cables, and a fourth zip pocket holds passport and pens. Each mesh face lets you see contents without unpacking, replacing 80 percent of what packing cubes do. After 10 months I still have not added cubes to this pack.
Build and materials: the TPU panel earns its keep
The 1000D TPU-coated polyester front shrugs off the abrasion that overhead bins and aircraft holds inflict on most travel packs. After 9 flights I see scuff marks but no through-wear. The 840D ballistic back panel is overbuilt for the role and has not shown any wear. Cotopaxiโs 61-year limited warranty is the longest formal warranty I have used at this price.
Comfort: good for short walks, not for trekking
The Allpa 28L is a travel pack, not a hiking pack, and the harness reflects that. Padded shoulder straps and a removable hip belt handle airport walks of up to 3 km cleanly. Above that distance the absence of a tensioned mesh back makes ventilation worse than a Stratos 24. For travel-focused buyers this is the right tradeoff. For travelers who add a multi-day trek, layer in a dedicated pack.

Should you buy the Cotopaxi Allpa 28L Travel Pack?
The Cotopaxi Allpa 28L Travel Pack is our top pick for short-trip one-bag travel under $250. The clamshell suitcase-style opening and four mesh-faced packing zones make a 5 day trip easy to organize. After 9 flights and 10 months of use, every zipper still glides and the TPU panel shows no abrasion through-wear.
Frequently asked questions
Is the Cotopaxi Allpa 28L worth $200 in 2026?+
Yes for short-trip one-bag travelers. Cotopaxi's 61-year limited warranty plus the build quality place it above similarly priced clamshell packs. Larger Allpa 35L is only $20 more if you need an extra week of clothes.
Allpa 28L vs Allpa 35L: which is right for me?+
Choose the 28L for trips up to 5 days or for travelers who pack light. Choose the 35L for trips of 6 to 10 days or if you carry shoes or bulky outerwear. The 35L is 260 grams heavier and 7 cm taller, still legal as carry-on for most US carriers.
Is the Allpa 28L carry-on legal?+
Yes for major US carriers. The 50 x 35 x 23 cm dimensions fit Delta, United, American, Alaska, JetBlue, and Southwest carry-on sizers in our 2026 testing across nine flights. European low-cost carriers with stricter 50 cm height limits are tight, fully loaded the bag may slightly exceed Ryanair sizers.
Does the Allpa 28L work for digital nomads?+
For trips up to 7 days yes. For long-term nomading the 35L or the [Tortuga Travel Backpack 40L](/reviews/tortuga-travel-backpack-40l) gives more capacity. The 15 inch laptop sleeve covers most laptops, but a 16 inch MacBook Pro will not fit.
